POST user/create?Token={Token}

Create user in the system and assign person to this user. User is always created with domain verification. Privilege "New" of licensed agenda "Users" required. No record permissions restriction implemented

Lock	User lock flag. The value "0" means unlocked and value "1" means locked.	integer	Range: inclusive between 0 and 1
PersonID	Person ID assigned to the user	string	String length: inclusive between 0 and 100
